Current state of community development utilizing rivers and challenges ahead identified from a national questionnaire survey

国土交通省では、平成 21 年度の『「かわまちづくり」支援制度』創設以来、河川空間とまち空間を融合し地域の魅力向上につながる「かわまちづくり」の取組みを推進してきた。近年は道路や公園等の公共空間活用の動きも踏まえ、地域の人々が中心となり河川とまちに賑わいを創出しその活動が評価される事例が多くなってきた。しかし、成功事例がある一方、河川空間をうまく活用して取組めていない地域も散見される。

The Japanese Ministry of Land, Infrastructure, Transport and Tourism has been pursuing community development utilizing rivers ever since fiscal year 2009 when it established the system needed to support the effort to enhance the appeal of local communities by bringing riverfront and urban spaces together. In recent years, there has been an increasing number of initiatives led by community members recognized for creating vibrant riverfront and urban spaces, in keeping pace with a popular trend to effectively utilize roads, parks, and other public spaces. Unfortunately, in contrast to these successful examples, some communities fail to effectively use their riverine spaces.
This paper draws on responses to a questionnaire survey regarding the feasibility of river-based revitalization of Japanese communities, as well as the challenges of community development utilizing rivers. It points out that there is little awareness of trying to utilize rivers in areas that have potential for community development utilizing rivers. It also identifies challenges encountered in each stage of community development utilizing rivers and their causes before considering measures for boosting these initiatives.
